Special Meeting, September 9, 2009

Members Present:        Mark Wigmore, Dennis Fallon, and Will Fiske

Also in attendance:     Patrick Sullivan, assistant assessor, and taxpayers appealing their motor vehicle assessments.

The meeting was called to order in the Main Meeting Room at 3:00 pm.  Appellants met with individual members of the board.  Each board member made recommendations on the appeals he had heard, and the board convened as a whole to consider and act upon the appeals.

For each of the next six items, the motion was made by Dennis Fallon, seconded by Mark Wigmore, and passed 3 – 0:

        1)      To make no change in the assessment of the 2001 Passat belonging to Despina Botham.
        2)      To reduce the assessment for high mileage of the 2000 Toyota Camry belonging to Alan Fuhr, from 5,080 to 4,200.
        3)      To reduce the assessment for high mileage of the 1997 Volvo of Alan Fuhr, from 3,050 to 2,695.
        4)      To reduce the assessment for high mileage of the 1994 Camry of Despina Botham, from 2,330 to 1,960.
        5)      To reduce the assessment for high mileage of the 2000 CRV belonging to James Marsh, from 5,650 to 5,510.
        6)      To reduce the assessment of the 1999 Ford F-350 belonging to Matthew Lloyd from 10,350 to 7,260.
        7)      Dennis Fallon made, and Mark Wigmore seconded, a motion in the appeal of Diana Fiske, to reduce the assessment of the 2001 Acura MDX from 7,650 to 6,387, for high mileage.  The motion passed 2-0.  Will Fiske abstained.

In each of the six succeeding votes, Mark Wigmore made, and Dennis Fallon seconded the motion, and each passed on a vote of 3 – 0.

        8)      To reduce the assessment of the 2001 Ford Taurus station wagon belonging to Barbara Dolinsky from 3,400 to 2,250.
        9)      To reduce the assessment of the 2000 Plymouth Grand Voyager SE owned by Edward Winarski Jr. and Anne Loughrain (Heather Winarski, authorized agent), from 3,430 to 2,730.
        10)     To reduce the assessment of the 1990 Dodge W250 owned by Michael Vincent from 2,260 to 1,000 for condition.
        11)     To reduce the assessment of the 1988 Ford F150 owned by Michael Vincent from 1,550 to 750 for condition.
        
12)     To reduce the assessment of the 2005 Dodge Ram 2500 owned by Michael Vincent from 11,430 to 7,410 for mileage and condition.
13)     To reduce the fair market value of the 1988 Mack RM690 4X owned by Murphy Contractors to $8,300.  The assessment was 9,130 and the revised assessment corresponding to an $8,300 value is 5,810.

In each of the next six votes, Will Fiske made and Mark Wigmore seconded the motion, and each passed by a vote of 3 – 0.
14)     To reduce, for high mileage, the value of the 1999 Mercury Grand Marquis owned by Jerome Michaelson from $6,125 to $5,625, which corresponds to an assessment change from 4,290 to 3,937.
15)     To reduce the assessment of the 1999 Chevy Tahoe owned by Michael J Daly from 4,240 to 2,450.for high mileage and condition.
16)     To reduce the assessment of the 2005 Toyota Sequoia owned by Michael J Daly from 13,390 to 10,500.for high mileage and condition
17)     To reduce the assessment of the 2004 Volvo S60 owned by Pamela Beach from 8,590 to 6,492 for high mileage       
18)     To reduce the assessment of the 2000 Toyota 4Runner owned by Patricia Lane from 5,719 to 3,220 for high mileage.
19)     To reduce the assessment of the 1990 Toyota Camry owned by Barbara Barshay from 1,490 to 700 for condition.
20)     Mark Wigmore made a motion to recommend that the assessor’s office staff contact Michael Vincent and get documentation of his purchase price and purchase date for his 1990 Gradall 660E and use that as the basis for the assessment.   Dennis Fallon seconded seconded the motion. As a result of this inquiry, the assessment was lowered from 35,132 to 8,400.

The meeting adjourned at 5:20 p.m.
